With the Logalot Eventlogd service not running, could you open a command prompt on the server, navigate to the soe\cgi-bin (or scrutinizer\cgi-bin if you have this installed over Scrutinizer) directory, and run:

eventlogd.exe

And if it fails running from command prompt, please post the error that you are getting.

Also, is the Logalot Eventlogd service running as a local admin account (as should the apache2 service)?
